School billions miss their target

PERSONAL REFLECTION

We can imagine and understand how frustrated the school headmasters had attempt to overcome a difficulty for getting money of REB Project. Because it might be that those schools needed urgently this goverment's subsidy and they had expectation of priority to realise their need of school building's renovation or new room's providing.

However, governments have always limited resources and they have responsibility to use these in the hardest way with a lot of consideration in spending money. So in practice it is more difficult to find out whether their proposal of BER would be accepted or not.
